In the November 2010 issue of “Supply Chain Management Review”, Brad Douglas, the State of Georgia’s Commissioner, Department of Administrative Services (DOAS) cited IT staffing rate reductions of fifteen percent (15%), one of the State’s major accomplishments in its procurement transformation initiative.
